Are equivalent. Any slash command that requires a <bar> can specify a single bar (1), a list of bars(ex, 1 2 class bags), or all bars (all).

Going Beyond Default Limits
Slash commands, unlike the options and right click menus, do not have minimum and maximum limits. So, where you can only scale between 50 and 150 percent for a given bar using its configuration menu, you can use the slash command /bg scale <bar> <value> to go beyond it.
