Currently, enabling contextual paging for an actionbar means that a bar will switch to the next set of actions (ActionBar 1 would switch to the buttons on ActionBar 2, for example) depending if you are targeting nothing, or a friendly unit. If targeting an enemy unit, you can switch to the second set of actions by holding down whatever key is currently set for selfcasting spells (alt by default).
