Resize cooldown count or move stacks?

For some abilities, like survival instincts, the stack amount and the cooldown count tends to overlap. Is there a way to scale down the CD count, or move the stack count? There was a scale option in the CD count menu but it only seems to be related to when the CD count should show? I can't remember where you access the settings to move the stack counter.
