Tooltip & eePanels

1. I need a tooltip mod which creates a tooltip that follows your mouse cursor when you hover a character, spell, item etc.

a)In which category would I look for this?
b)What ToolTip mods do you reccomend for me?

2. How do you get an eePanels profile in a Compilation/UI?

a)I've been having problems with my ThaeUI, the eePanels Panel that I made doesn't come with the download.

CTcore has a tooltip anchor on mouse..as for the eepanels im not sure...i use fubar so i just click on the plugin

For my UI, I use the default profile.
