Addon button missing

Hello,
I have tried everything i could think of and the addon button on the character select screen is still missing. I have even read what other people have posted on this problem and tried what they did and it still didnt work. I am tryin to do the Titan Panel download so any help would be a great help to me.

open the .zip file for titan and place the folder 'Titan' in the Interface/AddOns folder ...

and check the addonlist in the game that you got the 'load old addons' or whatever it says marked ...
