I cannot get this ui to work with WoW. For some reason it acts like there is no ui installed. Please help.

make sure you read this:

Also, please note that most addons are zipped with the structure already there. Basically that means that when you unzip an addon you will get something like this:

<ZipName>/Interface/AddOns/<ModName>/<ModFiles>

You need to go into these folders and copy the folder <ModName> into your WOW AddOn folder. Many people copy the full folder at <ZipName> into the addon folder, and then wonder why it doesn't work...

Swweepyish specifically unzips as follows:
sweepyish_3-00/<VariousModFolders>
You need to go into the swwepyish_3-00 folder and then copy all of the subfolders in there to your wow/interface/addons folder. This should make it work...
