Action Available

Is there anyway way we could get a condition which just checks if an action is available? Action Usable encompasses 4 things: Range, Cooling, Mana, and Availability. The first 3 checks all have seperate conditions that one could use, but the last one does not.

I'm asking about this because I have a Riposte floater for my rogue, which is fun, but it tends to hide a lot more than I want it to when I use the "Action Usable" condition.

Or maybe there's a convoluted way of doing this and my mind is to clouded to realize it at the moment.
