Report buff lack in combat after rebirth

RaidSlackCheck can report someone have been rebirth in combat didn't get buffs,just like
"/RA XXX has been rebirth after 15 secend and lack of [Blessing of Kings]"
but RSC can't be use alone, I don't need PhoenixStyle, searching an addon can do this function by it self.

RSC is a separate stand-alone mod of PhoenixStyle addon

Sorry, I've remeber it can't be used alone when WLK, I think I am wrong.

I've download the new version now, some of Traditional Chinese Localization grammar is not fluent, I'll check then after RAID.
