Different settings for different characters?

When I had an old version of DAB it was great because all of my characters had different layouts, and if I changed something on one, it would not change on other characters.

Now however with 3.0 it doesn't work that way for me. If I log in to my hunter and change a bar, it will also change that bar on my warrior and all my other characters.

Is this intended?
