BibMod 4.8

BibMod 4.8 is out. Here's what I changed:

- Got rid of all the PLAYER_NAME_LOADED events, since they aren't necessary anymore, and replaced them with VARIABLES_LOADED

- Moved the resizers for the toolbars from BibWindowMods into BibToolbars (though they only appear when BibWindowMods is also running). I also reversed the optional dependency between BibWindowMods and BibToolbars, so that BibToolbars is now optionally dependant on BibWindowMods instead of the other way around like before.

- Fixed a bug where BibWindowMods couldn't be run correctly without BibToolbars.
