No, that's not really what the OP is looking for at all.

Some action bars can set this up for you. If you use the default Blizz bars, or an addon that doesn't have this option, you can use RightWing: http://files.wowace.com/RightWing/RightWing.zip

Correct me if I'm wrong but I swear Blizzard built this feature in and is configurable in interface options.

There's self-cast on modifier, but I don't recall if they built it in... That mod I linked by Sylvanaar is current to this patch.

Yes self-cast is now built-in. If I have no target when casting a buff, I will buff myself (and similar effects).

That's the auto-self-cast option and that has been in there for a while. The OP was asking for self-cast on right-click.
