Could someone throw together and addon that would simply display a movable image (.tga probably?) in-my UI? Even better would be if I could make the images display conditionally.

In fact, what I just described sounds to my a lot like PowerAuras, but with fully-colored images, rather than just black and white.

Sooo... any takers? It's fine if not...

eePanels, scaffold (both from wowace.com), DART, etc.

edit:
Scaffold does not show textures conditionally (at least, I don't think it does)
eePanels allows you to attach textures to frames, so that they appear when that frame does. ie, a background for your target frame will only appear when you have a target.
