Undiscoverable quests?

the daily quests at Valdrakken's Little Scales Daycare:

• aren't included via C_TaskQuest.GetQuestsForPlayerByMapID
• are false with C_TaskQuest.IsActive
• return nil with C_QuestLog.GetQuestInfo

Any other ideas for how to detect if one of those quests is up? 73128 (Off the Page) is a current example for today, but i've tried other quests on other days with the same failures.
