I do believe this to be a hoax.
Why ?
Well asides from the date one of the implied features is the ability to download a mod and immediately have it working in game without logging out.
Take a look at this paragraph :
Are you in a group and realize that you need a loot roll mod? Open up the AddOn Store, find one that looks good to you, buy it and start using it right away. Did you get invited on a raid and get told they require you to have a certain Boss Mod? Snag it quick through the AddOn Store and don’t get tossed from the raid.

Implies you can pay for it , download it and use it right away does it not no ? No mention of logging out , installing or reloading the UI
Now then . The wow game client is sandboxed. You can only write changes out to a saved variables file on logout or game exit. File structure changes are only recognised when you load the game up.
Therefore unless Blizzard have decided to change the way addons get loaded and have some way of loading them without requiring a logout/game exit/UI reload..... I do believe this is a hoax
Which of course opens a completely can of worms and is completely against their UI design decisions for the last few years
PS Good on the mods for a realistic joke ..... had me going for about 20 mins
