No quest tracking

I have disabled/uninstalled all other addons except Addon Control Panel. The quest tracker has stopped showing quests. When I open the quest log, all quests are missing, empty list. Here is the error message:

I have completely uninstalled Carbonite and reinstalled. No go. I have tried everything I can think of; HELP!!!!!
