Pitbull - Casting Bar

Hello,

I got Pitbull, Bartender, eePanels.
Now i got a nice interface, red square...
But the problem is i can't move a casting bar in de middle of the square, i am not sure from what program it is (I think Pitbull)

As you can see there is a castbar in the square, but normally my action bars are there...
And i wanna move the cast bar up..

Can any1 help me?
