What addon is this, and how can i configure it?

You could use /framestack and mouseover the frame to see the frames name. Guess this will provide a good hint which addon it is.

as i can see its some addon for creating frame/background textures... That is right action bar textures, i guess that ur using some UI, but that UI is created for lower ress than ress that ur using..

can u tell me what UI are u using? so i can help u find that texture.. Or, if u can paste me a list of addons that ur using..

Honestly, that sorta looks like the artwork from the right side of LUI 3. Maybe you didn't completely remove a previous UI that you used.
