Character Selection Screen

Is there anyway to have the rested points in the character selection screen or is that not possible because you would have to be in the game that toon to see it? The reason I ask is because there are XP/Rested Brokers that can do all toons even when you haven't signed into them yet or maybe you would have to sign into each one of them once to set it up (like Altoholic and ArkInventory). I really think it would be beneficial to have an addon that could show you on the selection screen so you would at a glance know that character a is ready to play and pass on doing b because they still aren't rested enough.

It's not possible because addons cannot affect the loading screen. The game does not load any addons until you enter the game world with a particular character.

The only changes you can make to the loading (or login) screen are through texture replacement, but those can only affect the appearance of UI buttons, icons, fonts, and borders. You cannot add, remove, or alter any functionality this way.
