Possible, but a bit tricky.

Like I previously said, this is a rather tricky part, since the rendered game area is not possible to acces by addons.

Can be done with the standard game options, look under Social, then uncheck simple chat and lock chat. After that you can resize the chatframes (You need to unlock them after this again though).

Omen is defenitely the best threat meter, and yes, it can be scaled as you like.
