I've found sending a note to their ISP or even just the site admin usually gets the job done, other than the occasional high-profile bad actor f*cking up their attempt to present themselves as a legitimate addon site by arguing and sneaking around and generally being dicks. Even Chinese and Russian sites usually remove addons without argument, in my experience, though it's up to you whether you want to bother hunting them down on the 47th page of Google results, and as often as not they're not even actually hosting your addon, just using randomly copied and pasted text to trick IE users into downloading MegaVirus 9000.
Overall, I'd say the possibility of someone stealing your artwork should not stop you from publishing your UI, especially when you've put so much time into developing it.
