Carbonite needs several (custom) chat channel to communicate with other players using it, and that's why you can see other people's punk dots or someone gained a level in your zone.
Since you can't join more than 10 chat channels at the same time, Carbonite will throw an error when no more channels can be joined. Just quit one or two chat channels and everything will be fine.
