A while back i had posted about a quest where you gain a pet and the bar did not appear. It was the same as the problem with the bag bar that would appear every once and awhile where the bar would extend but there would be no buttons in it. Don't know if that ll help you narrow it down but at the same time other quests with pet bars have worked so it seems rather strange.
