i want an addon that:
-adds the text frames below
--all names/buffs should have tooltip support
--all names should have click-to-target support and right click support
--buffs should be removable on right click

-support for blizzard addon tab
--set text colors (class, health, mana, rage, runes, energy, buff, debuff)
--toggle movable lock per frame
--background color/opacity per frame
--1px frame on/off per frame
--change 1px frame color per frame
--toggle blizzard frames (per frame)
--other cool options
--profiles (copy, new, delete, cross-realm)

-this should take minimal memory, i cant imagine the code for this exceeding 5mb. i will help in any way i can.

You should take a look at DaHud, it can already do what you're asking for.

dahud has some features, but a lot extra. it also appears to be last updated with patch 2.4.3, which makes me doubt its WOTLK compatibility.

i consider myself a minimalist. i like minimum memory used and minimum UI space eaten up. the game is whats meant to be played, and should get all the screen it can get ^_^

Yeah, I know. Was a slip of the tongue, but what I meant was that it does what he's asking (mostly, if not all) and is Wrath compatible. It's also lightweight compared to other HuDs.

Last time I used duf it used 1mb of RAM, but I don't remember how much CPU, and it ran fine; on my machine (221 mb of ram, 2.2ghz, one core). I can't say much about Pitbull.

You could also do what the OP said with oUF too.

Take a look at OnScreenHealth. Does Player, Target, and Pet. (Also ToT's name.)

While I appreciate the recommendation, OnScreenHealth doesn't (and never will) show buffs, debuffs, or unit names. It also doesn't have any mouse support at all.

However, a custom oUF layout could easily do everything he is asking for.
