No, The WoW engine cannot handle PDFs.

Actually you could probably write code to read some of the PDF format, and display many of the basic elements like text and simple lines (I don't think you could handle graphics). The problem would be that WoW AddOns cannot read in arbitrary files - there's no way to get the contents of a PDF file from an AddOn.
