 Need help with action bars

How do I get the Multi Action Bar and Right Multi Action Bar to show? I don't see an option to enable the action bars and right now I can only see and add skill to the Main Action Bar. This is probably a dumb question, but it's been really frustrating me!
Other than this UI is amazing and I'm absolutely in love with it.
