As for tiptac playing up, I have noticed the same thing but I have no idea why it's acting up, but it's not a major problem for me and usually it's being sorted by reloading ui. You may want to ask on the forums of the addon author: Here.

Unlock the pb unitframes, the quartz cast bars and the Fortex cooldown timer bar. Move them all up.
