For me, it does NOT re-order if no mods are enabled at all... yet if yours is it changes it every time I log in. At least as of patch 3.3, this mod seems to be half-broken. It still works for flasks, but the well-fed food buff portion doesn't work at all. I tested it after my entire 10 man raid had eaten a fish feast and it said each and every one of us was missing the food buff.
