Has the UI been fully updated to 3....

Has the UI been fully updated to 3.3.5? i downloaded it after ti said "updated" and have a number of issues. 1.the cast bar is right in the middle of the screen. 2. i believe one or two of the addons is causing the infamous fps issue. Any help would be appreciated. Thank you.
