Need Help With the UI

I am having a problem where the top bar that held all the addon shortcut buttons and a few other things is glitched. Nothing along the bar can be clicked anymore, and you can't even hover over for a tool tip. If I go through the interface the addons still work, it is just the bar that is glitched.
