99% of the time they are not.
Solution to this could be 2-step action.

Because, if you're swimming AND have Levitate buff, subsequent Levitate casts will not pop you over water.

It appears that setting focus inside addon does not work at all for every addon i saw doing (trying to) this.
I myself went to use shortcut (Alt+F) and it works flawless and have never failed ever since and to now.
