If you want to change settings other than the actual layout setting, you'd need to set up different profiles, and either manually switch between them, or install a plugin to automatically switch between layouts for different group sizes. The background will always be the full width (or height, if you use horizontal groups) for the selected layout, because the group headers exist even if there are no units in them, but it adjusts in height to fit the numb...
