That is not correct, they have a license to use them. This is based on the terms of use and conditions presented when you create an account on their site, same as any other user contributed site. Wowhead does not require that you relinquish all copyright to them, so the author still retains copyright, while granting a limited license...

Your tone confuses me quite a bit. Is it not being civil if they decide to not give you what you're asked for? It's their data, they're entitled to share or not share it as they see fit. You'll get it either way, but there's something to be said about a high barrier of entry vs. a low barrier.
