Cosmetic change: It's a little bit weird that the shield can say 0% but still be active. I'll propose you should change it so that it will always say at least 1% if there's anything left on the shield. Just a small, not necessary change that would make it slightly more predictable.

Small bug: When entering an arena with a shield up, shieldmonitor does not clear itself as it should (shields are removed when entering).
It fixes itself if you simply cast a new shield, but this could be problematic if, say, the addon user was a non-priest that had a priest shield cast on them before entering.

I just did some testing for you. No matter the order that the shields are applied, they are consumed in this order:
Ice Barrier, Frost/Fire Ward, Power Word: Shield, Mana Shield.
I haven't tested with other the shields of other classes but I can if you think you'll actually implement changes based on that data.
