The latest publish (2.3.1beta3) will sort these alphabetically. Also, if you shift-click when you open the presets menu, it will show only those presets that contain the current zone name.
This isn't a perfect way to accomplish what you are after, but it was quick to code, and I don't have a lot of time to work on this addon right...

There's nothing wrong with the zip file. I just downloaded it myself to make sure.
The error is the UI Manager's. If you can't extract them manually, then you need a newer zip archive extractor, I suppose.
Inside the archive, there are two folders that you need:
Runevolution
RunevolutionLDB

I've thought about doing such a rewrite. But not sure when I'll get around to it.

I don't use Windows, but most GTH users do, so I doubt it's a Windows problem.
Don't know what you mean about two files with the same name. There are hidden Mac OS X files that hold folder settings. These can be deleted safely, but they never cause problems, because they have unique names.
