Its just showing 4 bubbles all the time currently disgarding the current chi count.

Unfortunately, this isn't possible, since addons can't even see minimap tracking blips, let alone find out what each blip is tracking. Mousing over the icon is your only option.

Blizzard probably changed something with RealID names. I don't actually use RealID (someone else contributed the code to handle those names) but I'll look into it and see if I can figure out what changed.
When you say "it doesn't shorten names at all" are you still talking about RealID names, or cross-server character names too?
