I'm sorry to report that although the quest tracker frame now remains in place after you move it and relog, the scaling doesn't save. It resets when you log out and in again.

Hmm. The odd thing is when I entered a BG to try that out - TDPS didn't show. Guess it know what was coming.
I updated to the new version, entered Wintergrasp and TDPS popped up. I copied and pasted your suggestion and all I got back was "none".
