This is used only for Action Ready auras and I think (looking at the code) that it allows you to tell PA if this action is affected by the global cool-down so it can display properly. Yes I am actively updating this addon, waiting for Dridzt to respond so I can post it, the timer bugs are fixed on my copy. Also lots of other bugs. Plus it should be 3.2 ready.
