If your good with lua go for it otherwise and addon called Button Forge can do as many action bars to go with the current ones.

A lot of the addons he incorporates in the UI are so we say hidden as they are out of date and he does a lot of the work recoding them. Unless you know Lua and fix addons there is no way you can achieve what he does.
The reason he probably hasn't updated it is likely to be fell out of love due to what is happening at blizzard another could be illness god forbit or my best scenario he is still trying to fix things as the patch has broken a lot of things.
As he is a very quiet man we may not know the reason. I managed to fix it myself works great but I would never publish it especially without his permission.
If you need something right now https://www.wowinterface.com/downloa...4846-NDui.html is very similar apart from the action bars which you can move around to make it look the same.
Don't quote me but I think those 2 guys have worked closely together so a lot of the addons are incorporated.

My idol siweia's ndui is really the best addons

He and I are also good friends. 2uihave learned too much from ndui

I hope we can have the opportunity to communicate more through social software
