Ja det hjälper ju ett steg nu iaf, har ju bara en användare på datorn och den måste ju vara adminstratören+det står adminstratör när man kollar på "Konton" i kontrollpanelen någon mer anning?

Kommer samma, Detta hände alltså efter att jag hade gjort en Hp recovery reset, Har windows xp, funkade ju förut

This was is initial request:

This application has failed to start because the application configuration is incorrect, the problem might be corrected if you reinstall the program. Get up like this in a box when I try to open leatrix latency fix, does anybody know what could be wrong? Have all the network and installed required already, anyone have a anning what this could be the problem? Appreciate any help

I suggested him to install as an admin and to unpack the zip before installing. He sayed it didn't solved the problem, plus

And at this point I'm out of ideas.

I've used bing to translate his swedish text into english. So I'm not even sure if the problem statement is 100% correct.

I've seen this kind of thing pop up if you don't have a dependency installed. The only ones I can think of are either the Visual Studio C++ runtimes or .Net Framework. I don't know what version if any that it would use.
