You don't need an addon. Just copy the relevant game settings files from:
World of Warcraft > WTF > Account > 1234567#1 > Server Name > CharacterA
... to the corresponding folder for CharacterB.
Window positions (for all windows, not just chat windows) are saved in the layout-cache.txt file. All other chat settings (window names, which channels are in which windows, channel colors, etc.) are saved in the chat-cache.txt file.
