Played now for several hours and the issue has not returned. It would appear there is an interaction between Prospect and Carbonite. The one "all purpose everything in the mouse" was nice but certainly doesn't compare to the benefits of Carbonite so it goes away. I hunted for a replacement but didn't see anything that jumped out right away. At least I can read my damn tooltips now!
