I just fixed this exact issue on my machine. I had installed the new version of Auctioneer and when I did this I somehow left behind the version of EnhToolTip that was previously installed and it was causing this problem after I had opened the character screen and moused over my gear a bit. Once I blew away all the original auctionee...

I figured this issue out. It's related to Auctioneer and their tooltips. If I open my character screen and then highlight a bunch over my gear and then go back to the action buttons the anchor position will be off. I don't know where the real problem lies, whether one is causing the other or not but thats an easy way to repro it. :)...

I am still in the process of refining them and cleaning them up a bit but so far I've created 3 (Friends, Guild and Mail) the mail addon simply tells you if you have new mail and boy o boy is the mail api complete and utter garbage, I am really surprised at how poor the support for it is from Blizzard.

Great mod. I've been using Titan for ages now and I love it. The only question I have is is there a way to scale down the tooltips? I use a mod called RantTooltip and it scales down all the rest but for some reason it doesn't seem to work with the tooltips you're displaying. :)
