You can bind the mousewheel in the default keybindings interface, though then you will lose the ability to use it to zoom in/out. What you could do instead, though, is use a modifier. Using shift/alt/ctrl and scroll-up/down, you could even have a total of 6+ abilities bound to mousewheel (and using macro states, you could have them...

Thanks for the comments, all. I will think about Talents and Titles. Titles would require me parsing the tooltip and replacing stuff, of which I'm not doing any of that now.
