Since Blizzard does not have its own Damage Meters, all metering is done by following the combat log which is itself a rather crude way of measuring. So just because Recount may have more consistent results doesn't mean that it's right.

You would turn this on in SBF. When you open the options menu, you should be able to click on the drop-down menu in the top left corner and choose target buffs there. You will then have to place the group somewhere on the screen. Nib is working on switching to Raven for all things Buff/Debuff for 0.7.0.
