Do you have other addons installed apart from the UI? A lot of add-ons are included and may not be visible to you but are in there. Disable any add-ons you have installed and see if the problem persists.

Thanks for sharing Matt just one thing I see you have elvui in the addons does this UI use that? If so you may find they don't allow it to be downloaded apart from there website.
Most people direct you to the files from the install instructions.
