The GCD itself should show no matter what.
Take a look at the wiki about showstates to hide bars in combat vs not. show;hide is the state you want, or you could do show;50 to fade a bar to 50% opacity out of combat, etc.

I'm hoping that I've fixed the hanging issue with the 4.2 release. My guess is that something weird happened with me recycling the update scheduling objects, so I've nixed that (in practice, it probably didn't save that much memory anyway).

Yeah the update changes how the quality filtering part works. The change was made because people wanted an additional button for filtering out heirloom items, but the quality filter portion itself is also the maximum size I can make it without adjusting other bits of the frame.
