First of all, the sound of a timer should only work if the Bar is display. Secondly, you have to let the combat log enable if you want SliceCommander work correctly. What is the title of your Rupture panel settings? (not the name of the section) Also, Which client language do you use? Do you get errors? If yes, post their log.
