Not that i know of, but you can change the absolute mana numbers to percentage if that makes it more comfortable for you. See the author's portal of ouf_hank for this.
Other than that you may try to use some "manabar" only adodn for that purpose but i do not know which, as i do not use one.

I am not at my pc atm but for the buffs: You have to edit the rBuffFrameStyler scale line so it fits your needs.
The tooltip is not modified so you have to get an addon therefore yourself.

Wow that's weird actually i do not have the problem and i am not able to reproduce it. Could you make a short clip where it's to see? I actually can only guess that you have bound a key that toggeles the chatbox or that you have the chatbox opened (pressed Return) and click on it.
Do you use any other addon specially chataddon?...
