I've bundled all of the required libs with it on this download and tested that it works as a standalone, with no other mods.
You win. Lots of authors forget to even do this on the wowace.com svn server and then forget it when they put it on here as a release.

TBH I'm using PerfectRaid myself for party frames. I'm thinking of just disabling the party frames in the next release.
