You realize that i made this before the XP came out. Most if not all the addons are out of date.
I use a modified version of this UI with updated addons and I get perfect FPS.
Might I suggest updating your graphics drivers.

2 things I must ask:
Is your monitor set to display a resolution of 1680x1050?
Is your UI Scale set to its lowest setting?
If you answer no to any of those question, there's your reason.

Those of you who are using this, I will be updating this soon, I'm still ironing out the layout, as well as adjusting it to fit my new Toon choice for the Expansion, I'm going from playing a Melee DPS/Tank to Caster/Healer (druid).
